Court modifies bail for ‘ice’ defendant

During the bail modification hearing on Monday afternoon, Wiseman required the 41-year-old Jing Xin Xiao, who uses the aliases “Hondan,” “Tasi,” or “Big Brother,” to post $5,000 cash as 10 percent of the $50,000 bail, while the remaining $45,000 can be posted as an unsecured or appearance bond.

Wiseman also approved the proposed third party custodian — Gregorio S. Quitano, 33, also a Papago resident — for the defendant as moved by Chief Public Defender Adam Hardwicke.

Xiao has been incarcerated at the Department of Corrections facility since his arrest on April 7, 2010.

He has been charged with trafficking and illegal possession of a controlled substance, which he denied.

A total of $1,229.17 was also found from Xiao’s possession, including  marked currency and other paraphernalia, when he was arrested by the CNMI Joint Customs and Department of Public Safety’s Drug Enforcement Task Force.

Authorities said Xiao negotiated the drug deal and set the time when the drug transaction would take place at his Papago residence on Bebetna Drive.

Xiao did not keep all his drugs in the house and the main stash of “ice” was buried in the back of his house near some trees, police said.
