Concerns about his salary was the reason why the candidate backed out, CUC human resources manager Frankie Cepeda.
He said CUC is offering salary levels compatible with those offered in the U.S. for positions required by the federal stipulated orders.
This week, he said they are expecting a person hired to be in charge for wastewater to report to CUC.
Two applicants with similar assignments will report for work on March 1 on Saipan.
By Feb. 1, another new employee in charge for water will report at CUC Rota, Cepeda said.
Also next month, CUC Executive Director Abe Utu Malae said they will have a new deputy executive director for water and wastewater.
The position has been vacant since March last year.
Malae said he has been the acting deputy executive director when the position was vacated by Bruce Megarr whose contract was not renewed in March 2010.
Malae said Alan Fletcher of Washington state has accepted the position, which is required by the stipulated orders.
Fletcher, who visited Saipan and CUC last December, will report for work on Feb. 21.
Based on the job vacancy announcement, the deputy executive director will get an annual salary of $100,000 to $120,000.
Malae reiterated they will go after a recently hired applicant from the U.S. who stopped reporting for work after the second pay period.
He said this person signed an employment contract and was supposed to work on stipulated order assignments in the U.S.
Last week, CUC announced two job vacancies for senior engineer and engineer.
Cepeda said the position for technical manager for oil has been open since Nov. 11, 2010.
It was previously held by William Sword, and is a position responsible for overseeing oil spill prevention, including the cleanup of Tank 104.
Malae, in an email, said CUC is still asking Sword to help them for a few hours a week until a new technical manager is hired.
