CUC Executive Director Antonio Muna said the proposals submitted by Mitsubishi Corp. and the Commonwealth Industrial Supply Co. were “not flexible.”
Muna said they may reissue an RFP or CUC itself will consider undertaking the repair work.
If they will announce another RFP, he said CUC will try to find out what the problem was for the original proposers.
If CUC will carry out the project, Muna said they may have to sub-contract labor for certain aspects of the repair and rehabilitation work.
“We’re looking at the potential of CUC taking over and how we can do on our own,” he said
This week, Muna said the Power Plant 1 maintenance division will start drafting a proposal and mapping out a plan that will allow CUC to accomplish the project.
CUC terminated its $5.1 million contract with DCM Group in July 2008 after the company failed to satisfactorily comply with the repair job contract for Power Plant 1’s engines.
CUC then issued an emergency RPF for the overhaul work on Engines 5 and 7 at Power Plant 1.
The funding for the contract Muna said the two engines could produce 22 megawatts of power that can eventually replace the 15 megawatts provided by Aggreko for $6 million a year.
