The plan is required by the federal stipulated orders and should have been submitted to CPUC last month.
As of yesterday afternoon, CPUC Commissioner Kyle Calabrese said he had not seen any financial report from CUC.
In an earlier interview, CUC officials said they were preparing the plan for submission.
But CUC Executive Director Antonio Muna didn’t mention a specific date for the completion of the plan.
CUC deputy director for water and wastewater Bruce Megarr said they have requested additional time and will submit the plan on Sept. 21.
Megarr said they will also provide CPUC with their organizational and evaluation program that identifies CUC’s key responsibilities.
He said they are confident that the documents they are preparing will allow CPUC to accurately and effectively review their operation.
But according to Calabrese, CPUC cannot grant any extension.
In its decision and order , CPUC said under the stipulated orders, CUC must file its interim financial plan with the U.S. Environmental Protection Agency on or about Sept. 7.
CPUC said CUC failed to take advantage of Georgetown Consulting Group’s availability in preparing the plan.
The commission said CUC should file its interim financial plan with CPUC when it is finalized.
Georgetown is authorized and directed, under the hearing examiner’s oversight, to review the plan and related issues and to report to the commission during the November regulatory session.
This review, CPUC said, will include an analysis of how the commission’s regulatory process will interface with the requirements of the stipulated orders, in the event that regulatory review is not required by the federal court.
