The joint session is set for Feb. 14, 2012, starting at 10 a.m. in the House chamber on Capital Hill.
In Senate Joint Resolution 17-18 that he pre-filed Monday, Manglona, Ind.-Rota, also invited Congressman Gregorio Kilili Camacho Sablan to report on federal matters affecting the CNMI.
The last time Fitial delivered his address before lawmakers was on May 27, 2009.
Last year, Fitial submitted a copy of his address to the Legislature, stating that the commonwealth was in “severe disarray.”
Manglona, in his resolution, noted that the CNMI’s resident representative in Washington D.C. was also required by the local Constitution to submit a written annual report to lawmakers.
The resident representative’s office was abolished with the enactment of a federal law creating a CNMI congressional delegate seat.
