The former civil division chief, David Lochabay, wants to focus on the Department of Public Health’s legal matters.
Gallagher and Lochabay were introduced to the media on Friday by Attorney General Edward T. Buckingham.
Gallagher said there may be changes during a transition period but he could not tell what they are going to be.
“The only change is that I’m going to be here. Other than that, we don’t know,” he said.
They have many priorities, he added, but all go in one direction: serving the people of the commonwealth.
Gallagher has been in the CNMI for almost 10 years and had been practicing law for approximately 17 years.
He handled civil matter before but most of his experiences have been in criminal law.
He and Lochabay thanked Buckingham for giving them the opportunity to lead the civil division.
Buckingham said what is really important is “what we are going to do together in terms of our office. Because I think what really is critical and what make our office successful or not is whether we are together.”
Everyone at the AGO has contributed a lot, he added.
“If we are doing our job we will all be successful,” he said.
Press Secretary Angel A. Demapan said the administration supports Buckingham’s decision and welcomes Gallagher as the new chief of the civil division.
The administration also appreciates Lochabay’s services when he was still the division chief, he added.
