Governor creates new Labor section

The governor invoked his executive powers in creating the new Employment Data Section in the department.

Under Executive Order 2008-18 which took effect on Nov. 1, the governor also renamed LIIDS as LIDS or the Labor Information Data System.

All personnel employed under LIIDS, which used to be under the Division of Immigration, have since been transferred administratively to EDS.

The EDS supervisor is directly under Deputy Labor Secretary Cinta Kaipat.

“All of the equipment and data files included in the current Labor and Immigration Information Data System are transferred to the Employment Data Section of the Department of Labor…. Permit cards for Saipan, Rota and Tinian and the Northern Islands may be issued only by the Employment Data Section and the official records with respect to permits shall be maintained by the Employment Data Section,” the governor said in his latest E.O.

The budget allocated for LIIDS will be transferred to EDS.

The governor said the changes are part of the ongoing reforms in the Labor Department which has recently upgraded its automated processing system.

The EDS will be secured by passkeys and other necessary security arrangements will be imposed to safeguard the files.

“The Department of Labor’s new system is tightly integrated with the data collection and processing done by the current labor and immigration identification and documentation system,” the governor said.

Data for the Border Management System will be kept by the EDS, he added.

“Keeping the Border Management System software and data protected and operating properly is a high priority for the Employment Data Section and all necessary efforts and staff time will be devoted to this end,” he said.
