The Department of Public Safety said Zhao was reported missing by his brother on Feb. 22, 2009.
Zhao was last seen by his brother on Jan. 6, 2009 at his residence in San Antonio after doing some fishing.
A missing person complaint was filed only after several attempts to locate him were unsuccessful, DPS said.
Zhao is described as being of slim build, about 49 years of age, and is a Chinese national.
