Steven Hocog, 35, was arrested early Sunday morning in Kagman III by virtue of an arrest order issued by Superior Court Associate Judge Perry Inos for kidnapping, assault and battery, and disturbing the peace.
The court set a $100,000 bail.
Yesterday afternoon, Hocog made his initial court appearance before Associate Judge Kenneth Govendo.
Hocog was in the custody of the Department of Corrections.
In her affidavit, Detective Melissa H. Bauleong said responding officers reviewed the surveillance footage of Rio-II Poker & Laundry from inside the cashier’s booth.
A man, later identified as Hocog, was seen hanging around the laundry area.
As the victim’s parents exited the laundry facility, police said Hocog made his way into the laundry area and sat on a bench next to where the victim was sitting.
Moments later, police said, Hocog got up, made his way past the victim and continued toward the rear exit.
The victim was then seen getting up from the plastic horse she was riding on, and walking toward the rear exit, police said.
On same night, police went to Hocog’s residence in Kagman III, together with a witness.
But police was unsuccessful in contacting the occupants of Hocog’s residence.
They learned that Donald Hocog and his daughter, together with his brother Steven, were at the Rio-II Poker & Laundry earlier.
While Donald Hocog played poker and his daughter was in an Internet café, Steven Hocog was outside the laundromat.
Donald Hocog later heard the victim’s mother, yelling.
“He looked around and noticed Steven was nowhere to be found,” Bauleong said.
It was Donald Hocog who identified his brother through a photocopy of a footage from the surveillance video, police said.
