Governor announces CNMI’s official BEAD program award

(Office of the Governor) — Gov. David M. Apatang on Tuesday announced that the Commonwealth of the Northern Mariana Islands has received and executed its official Notice of Award from the National Telecommunications and Information Administration for the Broadband Equity, Access, and Deployment or BEAD Program.

The signed NoA was transmitted by NTIA on Nov. 29, 2025. As of Dec. 1, 2026, the CNMI was the second state or territory in the nation to execute its BEAD award, clearing the way for full implementation.

With the executed NoA, CNMI can now move forward with an $81 million broadband program, supported by nearly $22 million in private matching funds. This marks the shift from planning to construction of a climate-resilient, fiber-first network that will deliver reliable, high-speed internet to every household and critical community institution, with underground fiber reaching nearly 10,000 locations across the CNMI.

“This historic project will bring high-speed internet to nearly 10,000 homes and community institutions across the CNMI,” said Governor Apatang. “It’s more than connectivity — it’s a foundation for a diversified digital economy and a stronger Commonwealth. Reliable broadband will enhance healthcare, education, emergency response, tourism, commerce, and government services, ensuring every resident has the tools and opportunities to thrive in the 21st century.”

With the NoA in place, BPD will:

• Sign subgrant agreements with selected providers

• Complete required environmental and historic-preservation reviews

• Issue Notices to Proceed so construction can begin

Work will start once agreements and clearances are finalized. BPD will provide ongoing oversight to ensure the project stays on schedule and compliant with federal requirements.

The NTIA award confirms CNMI’s readiness to build a resilient, fiber-first broadband network under the BEAD Program. The plan prioritizes underground construction to protect service from typhoons and other hazards, ensuring every home and community anchor institution is connected.

The Office of the Governor and BPD thank NTIA, federal partners, private collaborators, and CNMI residents who contributed to planning and selection. The Commonwealth remains committed to transparent management of BEAD funding, equitable access to high-speed internet, and strong oversight from design through construction and ongoing service.
