King-Hinds to Trump: Approve CNMI disaster request, full cost share

DELEGATE Kimberlyn King-Hinds strongly supports Gov. David M. Apatang’s request for a major disaster declaration for the CNMI.

The governor’s request to President Donald Trump, which Department of Homeland Security Secretary Markwayne Mullin has already signed off on, includes public assistance and a 100% federal cost share for debris removal and emergency protective measures to help the Commonwealth recover from the devastation caused by Super Typhoon Sinlaku.

In her own letter to President Trump, King-Hinds said she supports the governor’s request that the federal cost share be set at 100% for all eligible emergency and permanent work.

She told the president that Super Typhoon Sinlaku inflicted widespread and severe damage across the CNMI, significantly affecting critical infrastructure, housing, public utilities, and the local economy. Initial assessments, she said, show substantial unmet needs that exceed the CNMI government’s capacity to respond without robust federal assistance.

“The CNMI faces unique geographic and economic constraints that significantly limit its ability to respond to and recover from disasters of this magnitude. As a remote island jurisdiction with limited local resources and a narrow economic base, the Commonwealth is particularly vulnerable to catastrophic events and the long-term disruptions they cause. Recovery costs are further compounded by supply chain challenges, high transportation costs, and limited access to specialized personnel and equipment,” King-Hinds said.

She said that in the aftermath of the super typhoon, the CNMI government and residents are confronting not only immediate emergency response needs but also the daunting task of rebuilding essential services and restoring economic stability. Providing a 100% federal cost share, the delegate said, will ensure that critical response and recovery efforts are not delayed or diminished due to fiscal constraints at the local level.

King-Hinds stressed that this level of federal support is appropriate and necessary, given the severity of the disaster and the CNMI’s limited capacity.

She said expedited approval of the major disaster declaration will enable the Federal Emergency Management Agency and its federal partners to quickly deploy resources and coordinate with local officials to address urgent needs on the ground.

“Time is of the essence to protect public health and safety, restore essential infrastructure, and support impacted communities,” King-Hinds said.

She also urged FEMA to give full, fair and prompt consideration to the governor’s request, in accordance with all applicable laws and regulations, and to approve both the expedited major disaster declaration and the 100% federal cost share.
