OAG reiterates commitment to fighting corruption

(Press Release) —  The Office of the Attorney General announces that on Oct. 17, 2025, Xiajun Ning was convicted of attempting to bribe Zoning officials with $1,500 in cash after failing to obtain the required building permits at any point prior to and during construction.

Ning was sentenced to two years’ imprisonment, suspended, and ordered to pay $4,500 in fines plus additional court fees.  She will also serve two years of supervised probation.  As part of her sentence, Ning must obtain all required licenses and permits from the relevant government agencies before completing construction of her buildings.

“Our office remains committed to protecting the integrity of government institutions and ensuring that public processes are free from corruption,” says Attorney General Manibusan. The OAG extends its appreciation to former Zoning Administrator Theresita Ogumoro, Zoning Chief Enforcement Officer Yubert Alepuyo, and Zoning Enforcement Officer Perry Borja for their cooperation and professionalism throughout the investigation and prosecution.

In another matter, the case against Teresita Camacho who along with other defendants who were charged with misconduct in public office has been continued to Feb. 26, 2026 at 1:30 p.m., when a status conference will be held before Associate Judge Kenneth L. Govendo.

On Oct. 17, 2025 the court issued an arrest warrant for Teresita Camacho, who currently resides outside the Commonwealth and has failed to appear before the court, either personally or through legal counsel. This case remains outstanding and will be heard when Camacho or her attorney appears to answer the charge against her at which point the warrant may be quashed.
