The visitor offered to help restore the dog’s health, according to Saipan Mayor Donald G. Flores.
The mayor and one of his staffers helped “rescue” the dog.
The mayor said he appreciates the concern and assistance from individuals and groups as the municipal government tries to implement a stray dog program mandated by a 1995 law.
He said the visitor expressed deep concern about the non-implementation of the stray dog program and asked if the Pet Assistance and Welfare Services of the CNMI can help provide guidance, ideas as well as write grants to establish an animal shelter on Saipan.
Flores said PAWS has been very helpful and “I’ve been getting support from other sectors.”
The proposed animal shelter in Lower Base has already been painted by students of the Northern Marianas Trades Institute, he said.
He said his office is also considering the dog-animal control plan presented by Northern Marianas College-Cooperative Research Extension and Education Service.
“There are still so many things to do before the kennel is ready for operation,” he added.
