But former Rep. Victor B. Hocog, a defeated mayoral candidate, said the remaining four member of the commission still constitute a quorum.
“It will be a liability to appoint a new member in the absence of funds,” Hocog said.
The new mayor, he added, should forego the nomination because of the government’s financial problems.
But Mendiola said he has to fill the vacant post as mandated by the Rota Gaming Act.
The commissions current members are Diego M. Songao, chairman; Ephrem S. Taimanao, vice chairman; Justin S. Manglona, secretary; and Abelina T. Mendiola.
Mayor Mendiola said he is considering four names, “all qualified to work for the commission.”
He said he will disclose the name of his nominee within a week.
The Rota Municipal Council still has to confirm the nomination.
Hocog said the commissioners understand the law on conflict of interest.
He dismissed reports that commissioners were lobbying for the designation of their private properties as possible casino hotel sites.
“People will notice if they have personal interests,” he said.
