Right now, the council’s chairman Ramon B. Camacho said, “all patients requiring the aid of a decompression chamber are routinely referred to Guam.”
Camacho introduced the Saipan Decompression Chamber Revolving Fund Ordinance of 2010 which will impose a surcharge on operators of scuba dive shops, jet ski, banana boat, ocean dining cruise, submarine tour, trolling operation and other similar ocean activities for hire on Saipan.
They will have to pay $1 for each of their customer.
The collections will be deposited in a special account which will be used for the purchase, installation and operation and maintenance of a decompression chamber at CHC.
The ordinance was signed by the councils’ two other members, Eric D. Diaz and Ralph N. Yumul.
Some have said that the island’s municipal council has no legislative powers.
