Number of delinquent audit recommendations rises by 40%

In a report released this month, OPA said for 30 delinquent recommendations in 2009, the number rose to 42 during the first six months of 2010.

OPA identified the agencies with delinquent recommendations as of June 30, 2010 as the Attorney General’s Office, the Commonwealth Ports Authority, the Commonwealth Utilities Corp., the Department of Finance, the Department of Public Lands, the Department of Public Safety, Northern Marianas College, and the Retirement Fund.

“The recommendations addressed to these agencies were classified as delinquent as OPA was not informed by these agencies within the last 180 days of any corrective action taken to implement OPA’s recommendations,” OPA said.

The audit recommendations involve recovering monies owed to the cash-strapped CNMI government.

These included $4.9 million in underpaid quarry rental fees to DPL and about $2.6 million in seven audit reports that were referred to the AGO for legal action.

“As of June 30, 2010, audit recommendations in 7 audit reports were referred to the Attorney General’s Office for legal action to recover monies improperly expended. According to these 7 audit reports, approximately $2.6 million is potentially recoverable. The AGO did not provide OPA an update on these referral cases during OPA’s follow-up process, therefore, the status of these referrals remains unchanged,” OPA said.

OPA added eight audit reports target to separately recover $3.7 million owed to different government agencies.
