Principals have discretion to hire and recommend non-renewal of their school personnel.
Once recommended by school administrator, an applicant has a “90 percent” chance to be hired, Variety was told.
Currently, PSS has 515 teachers of whom 65 percent are considered highly qualified — they have obtained degrees and certifications, and are Praxis compliant.
Non-highly qualified teachers are given short-term contracts.
A full-time classroom teacher is given a 190-day teaching contract while substitutes are give three- to four-month contracts on a case by case basis.
Substitutes are not entitled to avail of their leaves and other benefits provided to regular employees.
About 60 to 80 PSS employees retire or resign each year.
This year, at least 31 teachers have already resigned.
