
THE Rota Casino Gaming Commission has issued licenses to new gaming investor Rota Blue Inc. to operate both land-based and online gaming.
The license for land-based casino operations was issued on Aug. 1, 2025, and will expire on July 31, 2028, while the license for online gaming was issued on the same date and will expire on July 31, 2026. The land-based casino license costs $300,000, while the online casino license costs $5,000. In addition, Rota Blue paid the commission a $75,000 investigation fee, a $5,000 application fee, and $10,000 to submit the license application.
RCGC Chair Viola Jeane Hocog-Atalig and Commissioner Audrie Lynn Manglona issued the licenses, allowing Rota Blue to operate both the land-based and online casinos in Songsong.
Established in January 2025, Rota Blue Inc. plans to launch online gaming in the next few months. Once CNMI tourism conditions improve, company officials said they will begin construction of the land-based casino on Rota.
When the casinos begin operations, the RCGC will collect a 10% gross gaming revenue tax, while the NMI government will receive up to a 5% business gross revenue tax and a 1% gaming tax.
Rota Blue officials said they are “committed to creating a sustainable, compliant, and growth-oriented ecosystem for internet gaming businesses worldwide.” They added that discussions are underway with a website subcontractor for the online casino gaming platform.
