Garapan drug raid defendant takes plea deal

DONG Han, one of the defendants arrested during a July 1 drug raid at Smile Massage and Bar in Garapan, has signed a plea agreement and will plead guilty.

Assistant U.S. Attorney Albert Flores Jr. has requested the District Court for the NMI to schedule a change of plea hearing for Han.

“In light of the plea agreement signed by the parties and filed with the court on Aug. 13, 2025, the United States of America, by and through undersigned counsel, hereby moves this court to set this matter for a change of plea hearing at the court’s earliest convenience,” Flores stated in his motion.

Han, along with Yinghua Yang, also known as “Auntie,” were each charged with conspiracy to possess more than five grams of methamphetamine with intent to distribute within 1,000 feet of an elementary school.

The defendants were arrested during a Homeland Security Investigations task force raid at their establishment. Smile Massage and Bar, where the alleged illegal activity occurred, is located within walking distance of Garapan Elementary School.

The indictment against Han and Yang also includes forfeiture allegations.

According to HSI Honolulu, the task force also arrested Zhao Liu for immigration violations.

Earlier, Flores informed the court that both defendants have Immigration and Customs Enforcement detainers.

Han holds a green card, “which the government intends to revoke,” Flores added.

Han was previously represented by attorney Richard Miller, who withdrew due to a “conflict,” which the court approved. The court then appointed attorney Janet King to represent Han, but she also requested to withdraw, citing an “irreconcilable conflict affecting the ability to communicate and proceed with effective representation.”

Magistrate Judge Heather Kennedy then appointed the Office of the Federal Public Defender for the Districts of Guam and the NMI to represent Han. However, due to a conflict of interest, attorney Briana E. Kottke requested to withdraw as well.

Han is now represented by attorney Steven Pixley.

There was no additional court information about Zhao Liu as of Wednesday.

The jury trial for Yang is scheduled for Sept. 3 at 10 a.m.
