San Nicolas filed on Tuesday a request through the Open Government Act so he can inspect and/or copy several public records.
In his email to Variety, San Nicolas said the inspection of the documents regarding the “excessive traveling and pocket money” started yesterday afternoon.
The request was addressed to Dela Cruz and municipal treasurer Allen Perez.
San Nicolas wants to inspect “any and all records regarding the trip to the South Korea junket and/or boondoggle paid for by Neo Gold Wings, including but not limited to, total expenses of hotel rooms, food, per diem, entertainment, and all materials received from Neo Gold Wings, trip reports, or any gift items.”
Dela Cruz earlier said his visit to South Korea was a “personal trip” and that he attended the partnership ceremony between the Neo Gold Wings and a telecommunications company.
During the trip, the mayor said he was able to convince Neo Gold Wings Paradise to pursue its casino project on Tinian.
Neo Gold Wings planned to build a “$1 billion, six-star hotel casino” on a 300-hectare public land on Tinian.
San Nicolas also wants to see the following records and documents dating from Jan. 1, 2010 to the present:
• Any and all travel authorizations, travel vouchers, and trip reports submitted by any personnel, official, or representative of the mayor’s office to the Tinian municipal treasury and of the mayor’s office to the Department of Finance for certification of funds.
• Any and all checks, materials, and/or other public documents pertaining to any official representation expenses.
• Any and all contracts submitted to the treasury/treasurer for certification of funds.
• Any and all contracts or agreements executed by Dela Cruz or the municipal treasurer’s office with any other person, corporation, company, or any other entity, for services, merchandise, items, and/or goods.
• Any and all copies of purchase orders or purchase requisitions submitted to the treasury/treasurer for certification of funds.
• Any and all copies of purchase orders or purchase requisitions submitted to the department of finance for certification of funds.
•Any and all notices of personnel action for all employees of the mayor’s office, both under the local budget and the CNMI budget.
• Any and all requests for personnel action for all employees of the mayor’s office, both under the local budget and the CNMI budget.
• Any and all purchase orders, purchase requisitions, checks, receipts, and/or contracts made, both under the local budget and the CNMI budget, for the purchase or payment of hot peppers in whatever form or any other goods or services.
• Any and all receipts issued by the mayor’s office for any payments made to the Municipality of Tinian and Aguiguan.
• Any and all purchase orders, purchase requisitions, checks, receipts, and/or contracts made, both under the local budget and the CNMI budget, for the purchase or payment of any item from Huang Shun.
• Any and all purchase orders, purchase requisitions, checks, receipts, and/or contracts made, both under the local budget and the CNMI budget, for the purchase or payment of any item from Tinian Dynasty Hotel and Casino.
• Any and all other documents, materials, and/or things not mentioned above pertaining to any of the items requested above.
• Any and all checks issues by the municipal treasurer made available to Allen Perez, including but not limited to payments for annual leave and wages.
• Any and all public records pertaining to the 65th commemorative event led by Don Farrell.
• Any and all documents, checks, travel vouchers, miscellaneous expenses, and any other information pertaining to public and local funds used by Dela Cruz.
• Any and all documents, personnel files, and contracts issued by the mayor’s office.
• Any and all documents, checks, scholarship awards, travel vouchers, miscellaneous expenses, personnel files, and any other information pertaining to public and local funds used by Kimberlyn King-Hinds.
