The resident, who declined to be identified, said council vice chairman Estevan Cabrera and secretary Joseph Cruz should explain their current employment with the municipal government.
Cabrera is the deputy Department of Public Works resident director while Cruz is the deputy Department of Land and Natural Resources resident director.
Every time the resident directors of both agencies are off-island, Cabrera and Cruz serve as acting heads, according to the resident.
“This is a conflict of interest because the municipal council is the one that confirms the appointment of a resident director by the mayor,” the resident said.
Variety repeatedly called the Tinian offices of DPW and DLNR but was always told that Cabrera and Cruz were not in their offices.
When this reporter finally managed to speak with Cabrera, he promised to issue a statement.
The Tinian resident said the public auditor should look into the propriety of the two municipal council members holding executive posts.
Municipal council chairman Patrick Manglona said he will provide this reporter with an official statement.
He said he will also explain the hiring of Richard Hofschneider as policy adviser of the municipal council despite the government’s cash-strapped condition.
The resident noted that the council opposed the appointment of another Tinian gaming commissioner due to lack of funds, but it turned out that “it is the council that is hiring unnecessary personnel.”
