Man in fake ID scheme ordered to self-surrender on April 22

DISTRICT Court for the NMI Chief Judge Ramona V. Manglona ordered Youzhe Piao, 61, to self-surrender to the Department of Corrections at 8 a.m. on April 22, 2021.

On July 27, 2020, after deliberating for three hours, a jury found Piao guilty of one count of conspiracy to produce an identification document.

On Jan. 29, 2021, the judge sentenced Piao to serve two months in jail and pay a fine of $1,000. After serving his jail time, he will be placed under supervised release for one year.

But  Piao, who was represented by attorney Colin Thompson, requested an extension of time for the defendant to report to Corrections for confinement, which the federal court granted.

On Feb. 10, 2021, Thompson filed an appeal on behalf of Piao.

Thompson also requested the court to allow Piao to remain out of custody while waiting for a decision on his appeal.

The federal government, represented by Assistant U.S Attorney Garth Backe, opposed the defendant’s request.

On April 2, 2021, Judge Manglona denied Piao’s request to remain at liberty pending appeal, but she granted the defendant’s request to extend time to report to Corrections from April 8 to April 22 at 8 a.m.

According to the federal government, between May 13, 2017 and May 16, 2017, Piao knowingly and intentionally conspired and agreed with another person to commit an offense: to produce, without lawful authority, a false identification document in violation of the U.S. code.
