Man on federal probation arrested for violating conditional release

JOHN Gerald Castro Pangelinan was arrested after the U.S. Probation Office asked the federal court to summon the defendant so he could explain why his probation should not be revoked.

Pangelinan tested positive for the use of methamphetamine on drug test sweat patches applied on his person on Dec. 19 and 29, 2022, the U.S. Probation Office stated, adding that the defendant also admitted to using “meth” on Jan. 13, 2023.

Moreover, the defendant “committed a new criminal offense, to wit: charged for the offense of disturbing the peace in the CNMI Superior Court, Criminal Case No. 22-0198E,” U.S. Probation Officer Greg Arriola told the federal court.

He said Pangelinan was again arrested on Jan. 14, 2023 by CNMI Department of Public Safety officers for the offenses of attempted suicide and illegal possession of a firearm and ammunition.

Chief Judge Ramona V. Manglona of the District Court for the NMI issued an arrest warrant for Pangelinan on Jan. 20. He was arrested on Jan. 23 and brought to the court in the custody of the U.S. Marshals Service.

Judge Manglona then continued the hearing to Jan. 26 at 3 p.m.

Pangelinan was previously sentenced to serve 289 months or 24 years for Hobbs Act robbery, use of a firearm in the commission of a crime of violence, and escape.     

He served his sentence in a federal prison in Kentucky.

On July 27, 2022, Judge Manglona resentenced Pangelinan to serve 169 months or 14 years in prison. He was released from prison and began a three-year term supervised release.   

Pangelinan and his co-defendant Daniel Muna Quitugua were sentenced to prison for the attempted armed robbery of Capital Poker in Sadog Tasi on April 29, 2004.
