“WE need engineers and architects and construction managers and [other personnel for] public works,” Lt. Gov. Arnold I. Palacios said.

He noted the current shortage of manpower for government projects, including those that the Garapan Revitalization Task Force and the Governor’s Council of Economic Advisors are trying to implement.
These projects include the renovation, repair and enhancement of major public roads, including Beach Road and Airport Road.
“Beach Road has been a challenge, but I think we’ve overcome the hurdles of major permitting requirements,” Palacios said. “The Department of Public Works is probably going to go out next month to start these projects,” he added.
Airport Road has to be fixed as well, Palacios said. “We need to address it immediately for safety purposes also.”
He added, “So there are a lot of [construction] projects” that need to be implemented.
He said Gov. Ralph DLG Torres has met with the grantee agencies to draw up a plan for the close to $1 billion federally funded projects, including FEMA housing projects, for the CNMI.
