Office for budget and grant management established

The OBGO shall be headed by a Special Assistant who will directly report to the President. He will “coordinate the activities of the OBGO with appropriate Executive Branch ministers, bureaus, divisions, offices, authorities, boards and commissions and, where appropriate, with the OEK, the Judiciary, public corporations and state government.”

Aside from assisting the Office of the President in preparation of the national budget and ensuring that spending remains within the target budget, the Special Assistant will also perform comprehensive and detailed budget and performance analysis and record improvements to enhance the effectiveness of the budget process.

He is also tasked to monitor and evaluate whether the programs and policies of the different agencies are effective, and make recommendations accordingly.

The office will also ensure that the reports and proposed legislation of these agencies are consistent with the President’s budget and policies.

Accordingly, all applications or requests for grants or funding by all agencies that require the approval of the President shall now be first submitted to the OBGO for review before such requests are submitted to the grantor government, unless such submission is authorized by the OBGO or by the president.

The office will be funded “primarily by grants or from the indirect cost funds from grants to the Government of the Republic of Palau Executive Branch.”
