Palau Judiciary welcomes three new court counsels

Proctor comes to the Judiciary from Milwaukee, Wisconsin, where he served for three years as a law clerk to Chief Judge Charles Clevert, Jr. of the U.S. District Court for the Eastern District of Wisconsin. He graduated cum laude from Marquette University Law School in 2007. During law school, he served as editor-in-chief of the Marquette Law Review.

Before law school, Proctor graduated from the University of Wisconsin – La Crosse with a bachelor’s of science degree and worked as a legislative assistant for U.S. Representative Ron Kind.

Before coming to Palau, Berruz recently completed clerkship with the Honorable Jillyn Schulze of the U.S. District Court for the District of Maryland in Greenbelt, Maryland. She graduated cum laude in 2009 from the University Of Maryland College Of Law where she was the notes and comments editor for the school’s Journal of Race, Religion, Gender and Class, as well as a teaching assistant and writing fellow.

Prior to law school, Berruz received a bachelor’s of arts degree at St. Mary’s College of Maryland.

The Judiciary welcomes Schumaker to Palau from her clerkship with Judge Philip Simon of the U.S. District Court for the Northern District of Indiana in Hammond, Indiana.Schumaker worked as an attorney practicing in the area of insurance and financial services litigation at the law firm of Sidley Austin LLP in Chicago, Illinois.

She graduated magna cum laude from the Valparaiso University School of Law where she served as editor-in-chief of the law review and published an article.

Schumaker received a bachelor’s of arts degree from the University of Wisconsin – Madison.

The three counsels replaced court counsels Ashby Pate, Matt Russell, and Kevin Bennardo.
