Senate confirms 2 re-appointees to healthcare licensing board

THE Senate has confirmed the re-appointment of Dr. Tiffany Lynn Willis and Theodore R. Parker to serve another four-year term on the Health Care Professions Licensing Board.

The two were re-appointed by Gov. Ralph DLG Torres. On Wednesday morning, acting Gov. Jude U. Hofschneider administered the oath of office to Willis and Parker.

Willis is a highly regarded family practice physician with over 20 years of experience, serving in multiple capacities in healthcare institutions across the Marianas, including the Commonwealth Healthcare Corporation, the Kagman Community Healthcare Center, FHB TakeCare Clinic, and Marianas Medical Center.

Parker is also a highly respected individual in the community, with over 24 years of experience in the pharmaceutical industry, serving as the general manager of PHI Pharmacy from 1996 to 2018.

He eventually started his own successful venture by opening Brabu Pharmacy and Wellness Center.

The public hearing for their nominations was held in the Senate chamber on June 13, 2022.

One written testimony and one oral testimony in support of Dr. Willis’ re-appointment to the board were submitted to the Senate Committee on Executive Appointments and Government Investigations. There were no testimonies in opposition.

Parker likewise received one written testimony and one oral testimony, with no testimonies in opposition of his re-appointment.

During the hearing, certain issues and concerns were raised to both appointees to address and look into as members of the Health Care Professions Licensing Board.

Based on the overall assessment of Willis and Parker’s credentials, experiences, testimonies, goals for the agency, and other relevant issues considered, the Senate committee said that it was convinced that both have the qualifications and leadership skills necessary to continue to serve as board members.

“I just want to help to continue to serve the patients and the people of the CNMI, and help to protect them,” said Willis.

Parker, for his part, said, “We have a lot of plans going forward in terms of modernization. There are a lot of things that we plan on doing in terms of bringing the CNMI licensing professions into the 21st century. We have a lot of work ahead of us and I know that we have very capable people…. I really appreciate the opportunity to continue to serve.”

The other members of the Health Care Professions Licensing Board are vice chairman Martin Rohringer, Warren Creed and Glenda George.
