Yap legislative panel conducts public hearing

According to the testimonies, the request for funding which was in the amount of $150,000 was originally submitted to the USDA Rural Development in 2003.

In 2004 after Typhoon Sudal wiped out the previous Day Care Center, the project became two projects, one is the Multi-Purpose Building and the other is the Day Care Center.

The USDA Rural Development Program has awarded two Grants at that time — $100,000 for the Multi-Purpose Building and $50,000 for the Day Care Center. However, the Day Care Center is the only one that has been completed because it’s funding could be matched.

Witnesses who offered testimonies on behalf of the YWA have explained that the current $50,000 request matching for the $100,000 to be given by the USDA for Phase 1 of the project, which will be the first Floor of the two-story Multi-Purpose Building. The witnesses also said they have groups lined up in Japan that have showed interest in contributing to Phase  2 of the project which will be the second floor of the Multi-Purpose Building.

During the public hearing, members of the Finance Committee have expressed concerns regarding the total cost of the project, which has not changed from the original amount although they have been requested to re-scope the work since the Day Care Center has been completed.

The committee began its discussions at 10 a.m.  and concluded in the afternoon after it has completed questioning all the witnesses.

Members of the Finance Committee are Sens. Clement Mulalap, John E. Mooteb and Sabino Sauchomal.
