Two resolutions were placed on the agenda:
• Resolution 8-32: Requesting the governor to require cancer and non-communicable diseases awareness posters to be displayed in all government buildings. This resolution was introduced by Sen. Jesse Raglmar-Subolmar and assigned to the Government, Health and Welfare Committee.
• Resolution 8-33: Requesting the governor to cause the establishment of a dedicated working group to explore any and all economic benefits to Yap from the military buildup in Guam. This resolution was introduced by Subolmar and assigned to the Resources, Education and Development Committee.
Lawmakers passed Bill 8-39 which appropriates $6,200 to fund the Yap State Public Service Corporation’s 26 percent matching share for the renewable energy project in fiscal year 2011, and for other purposes. All of the eight members present voted in favor of the measure.
The Legislature received one communication from the governor and three miscellaneous communications:
The Legislature has received one Message from the Governor.
• Gov. Comm. 8-78, which is the 3rd Quarter Performance & Financial Reports. This communication was assigned to the Committee on Finance for review and further investigation.
• Misc. Comm. 8-57 from the Office of Administrative Services regarding the Financial and Independent Auditor’s Reports of the State of Yap as of and for the years ended September 30, 2010 and 2009.
• Misc. Comm. 8-58 from the acting state public auditor transmitting the Inspection Report on the Sports Development Fund and Excise Tax.
• Misc. Comm. 59, transmitting from the Association of Pacific Islands Legislature the resolutions adopted during the APIL 30th General Assembly.
During the discussions on the miscellaneous communications, members brought up an issue concerning the trochus harvest, which is still ongoing.
After a period of discussion and sharing of all the information between the members, the Legislature appointed Senator Subolmar, chairman of the Committee on Government, Health and Welfare, to look into the matter and perhaps get more accurate information on the subject from the appropriate agencies of the government dealing with the trochus harvest.
The Legislature recessed and will meet again subject to the call of the chair.
