There were 29 candidates for the 23 seats.
The counting of the ballots started at 5 p.m. in the House chamber and the results are expected to be announced tonight.
House legal counsel Antonette R. Villagomez refused to disclose the total number of voters and the names of the candidates.
She said because Saipan Southern High School was not able to count the total number of its ballots, it was excluded from the tabulation last night.
She said the ballots will be returned to SSHS which will resubmit them to the Legislative Bureau today.
Ballots from Tinian and Rota arrived at 6:30 last night.
According to Rep. Rosemond B. Santos, who was supervising the counting of the ballots in the House chamber, Marianas High School may have the most number of voters since it has the biggest population — 1,300 students.
At NMC, the student center was closed from 8 a.m. to 5 p.m. yesterday to accommodate the Youth Congress voters.
NMC has three seats, but only two candidates.
The voter turnout for the annual Youth Congress election has been consistently low.
