Court imposes $500 fine on man in theft by extortion case

Govendo imposed a one-year imprisonment, all suspended, on Tito M. Sablan who will be immediately placed on  one-year of supervised probation.

In exchange for a guilty plea, the prosecution moved that all charges filed against Sablan be dismissed.

According to the plea agreement, Sablan is facing charges of one count of theft by extortion, one count of theft by deception, and one count of document fraud.

The factual basis for the plea stated that on or between July and August 2008, Sablan prepared, endorsed, and filed a signed declaration accepting the employment of Thao Thi Kim Nguyen as a cook to obtain a labor permit allowing Nguyen to remain in the CNMI as the defendant’s employee, “with knowledge that [the defendant] had no intention to employ Nguyen.”

Sablan was represented by attorney Matthew Gregory while Assistant Attorney General William Downer prosecuted the case.

Sablan was ordered to obey all laws and to pay all fees imposed by the court.
