Saipan mayor’s office pushes marriage license fee sharing scheme

Henry Hofschneider, the mayor’s adviser, said they want to get a certain percentage of the marriage fee collections.

8 CMC § 1202 (a) grants the mayor’s office the authority to collect a filing fee for a marriage license application.

The fee, which was increased from $25 to $50, must be remitted to the Commonwealth Treasurer.

“The mayor is concerned about his operation. He has staffers who have been preparing and processing marriage license applications,” Hofschneider said.

He said they have already presented their proposal to the Senate Committee on Fiscal Affairs.

In its report, the mayor’s office said it collected $11,260 in marriage license fees from January to August this year.

Mayor Donald G. Flores said the cost related to the processing of marriage applications, preserving records and providing copies to  Superior Court are solely his office’s.

To better serve the community, the mayor’s office may also request for a supplemental budget from the Legislature.

For fiscal year 2012, the mayor’s office will get $756,088 for 48 full time employees who will be working on a 64 hours basis, and $323,499 for its operations.

The mayor’s  fiscal and budget officer Terry Camacho said their proposed marriage license fee sharing scheme “will help address our operation needs.”
