FBI charges man with illicit sexual conduct with a minor

Melvin David Diaz was brought to the federal court for his initial appearance on June 21, 2011 in a sealed matter.

FBI special agent Edmund H. Ewing filed a criminal complaint against Diaz on June 16, 2011 on charges of violations of 18 United States Code sections 2423 and 2422.

Between on or about Sept. 17, 2010 to Sept. 19, 2010, Diaz traveled from Guam to Rota with the intent to engage in an illicit sexual conduct with a 14-year-old minor, the complaint stated.

Also on same dates, Diaz did use a means of interstate commerce to knowingly persuade, induce, and entice a minor child to engage in sexual activity.

U.S. Circuit Judge A. Wallace Tashima, sitting by designation, issued the protection order last week.

Diaz informed the court that arrangements were being made by his family members for private representation.

The federal court remanded Diaz to the custody of the U.S. Marshals Service after the hearing.

Diaz is due to appear in federal court for his detention hearing today.
