In his letter, Cabrera told Mafnas there is a lot of heavy equipment using Saipan roads now due to ongoing development projects.
“We want to make sure that all the companies involved are in compliance with the existing laws,” Cabrera, R-Saipan, said.
Saipan Local Law 8-2, enacted in 1992, imposes fees on heavy equipment traversing Saipan roads based on gross laden weight. The law has yet to be enforced.
If it’s implemented, Cabrera said the government could have been collecting a “gross laden weight fee” ranging from $600 to $3,000 per truck annually.
Introduced by then-Rep. Pedro R. Deleon Guerrero and signed into law by then-Gov. Lorenzo I. Deleon Guerrero in Sept. 1992, S.LL. 8-2 imposes a $600 fee on trucks carrying 3,000 to 4,999 pounds of load; $800 for 5,000 to 6,999 pounds; $1,200 for 7,000 to 8,999 pounds; $1,600 for 9,000 to 10,399 pounds; $2,000 for 11,000 to 19,999 pounds; $2,400 for 20,000 to 49,999 pounds; $2,800 for 50,000 to 74,999 pounds and $3,000 for over 75,000 pounds.
Cabrera also reminded Mafnas about Public Law 14-18 which requires vehicle owners to display license plate number on the front and rear of the vehicle.
Many vehicles now, he said don’t have plates on the front.
It was also brought to the knowledge of the House, the speaker said, that some police vehicles have their tail lights “burnt out” or no longer working.
“We do understand that your department is working with a very tight budget but we also believe that in order to enforce laws, DPS shall comply with them first,” Cabrera said.
