The adage “victory has a thousand fathers but defeat is an orphan” seems to apply to everything on Guam, from politics to sports. DMHSA will not obtain the professionals that it needs because that would require a lean bureaucracy and prioritized funding to critical specialty needs.
The reason why Guam cannot — and will not — progress is because no one wants to take personal responsibility as the elected officials and their enablers can rely on the federal government to bail them out. Or to act as a boogeyman when they feel like it.
