Sections 303(d) and 305(b) of the U.S. Clean Water Act require that all states and territories, including the CNMI, monitor and assess all waters within the state and report the results to the public, the United States Environmental Protection Agency, and the U.S. Congress every two years.
Prior to final submittal to USEPA and the U.S. Congress, public review is required and BECQ must address comments received by the public.
