Zhang and his deputy Su Yong Bin departed from Yap on Friday to return back to their headquarters in Pohnpei.
Their departure from Yap followed a special dinner, which Zhang hosted at the Oasis Restaurant for certain employees of the state government who were involved one way or another in providing assistance to the delegation since their arrival.
During the dinner last, Zhang told his guests who were mostly from the Division of Public Safety and Yap State Protocol that the reception was meant for relaxation purposes.
He said he understands the burden that his short visit may have imposed on them since his arrival on Feb. 25 especially those that dealt with him directly.
He cited a Chinese saying that a drop of water is as much as a fountain of water.
Zhang explained that the Chinese people value friendship more than anything.
Even if your friends offer you something as small as a drop of water, in return it should be more like a fountain of water, he added.
