Pangelinan was arrested by the U.S. Marshals Service on Wednesday after the Federal Probation Office moved for his arrest.
Pangelinan failed to notify the office within 72 hours after he was arrested for fishing in a protected area in Nov. 19, 2009.
This case is still under review by the CNMI Attorney General’s Office, records showed.
Pangelinan also associated himself with a convicted felon when he was arrested for illegal fishing.
On May 19, 2009, Pangelinan failed to report to the Federal Probation Office for his quarterly drug testing.
Pangelinan later tested positive for “ice.” He sought assistance, but has not complied with the U.S. Probation Office’s drug testing and treatment program.
Pangelinan, moreover, has not submitted his monthly reports, and has not been seen by his federal probation officer since Oct. 1, 2009.
Likewise, he disregarded instructions for him to fully complete his man-hours for community service.
On June 7, 1996, Pangelinan was sentenced to 33 months in prison and five years of supervised release for conspiracy to possess and possession with intent to distribute a controlled substance.
