CUC’s job vacancy announcement stated that the deputy director will be under the direct supervision of the assistant executive director for operation.
But the federal stipulated orders mentioned that the position is for a full-time deputy executive director who will report directly to the executive director and not to the assistant executive director.
Malae explained that CUC, through its executive director Antonio Muna, has “proposed informally to [the U.S. Environmental Protection Agency] that it is more appropriate for the deputy director to report to the assistant executive director,” who “is in charge of all operations.”
According to Malae, “There is a deputy director for water and wastewater and the deputy director for power. Arguing over the titles ‘deputy executive director’ and ‘deputy director’ is not important because they are one and the same.”
The job vacancy announcement, or JVA, stated that an applicant should have a master’s degree in public works administration, management or, in the alternative, a bachelor’s degree in engineering.
The federal stipulated orders require someone with a master’s degree in management, engineering, finance or public administration.
But Malae said the JVA is a subset of the stipulated orders’ job requirement.
He said the requirement means that if the applicant has a master’s degree in management or in public works then “you are eligible to be considered.”
He said Megarr meets those requirements.
But Malae said he can assume Megarr’s post pending the hiring of a new deputy director for water and wastewater.
When asked if Megarr reapplied, Malae said, “Yes.”
There are three applicants, one from abroad and two locals.
“One of them is Bruce but he is not being considered as you already know. His contract expires March 31st and will not be renewed,” Malae said.
He said Megarr has completed some programs, one of them is chlorination, during his two-year stint.
But he said CUC still has to comply with the EPA’s standards.
He admitted, however, that CUC’s non-compliance was “not a result of Megarr’s performance.”
