THE Department of Public Safety has launched an investigation into the death of businessman Shayne B. Villanueva, according to Assistant Chief of Police Simon Manacop on Tuesday.
Multiple sources reported the passing of Villanueva, 42, early Tuesday morning.
“Because of the state of decomposition of the deceased, a positive identification may take longer,” Manacop said.
Police found the decomposing body of Villanueva at his residence in Kagman. According to DPS, the incident was reported Monday at 10:51 p.m.
“A friend had called DPS and requested a welfare check. Officers discovered a decomposed body believed to be Villanueva,” Manacop said.
Villanueva was the owner of Roil Soil Marketing, which was contracted by the Torres administration in 2022 to help market and promote the $17 million federally funded Building Optimism, Opportunities, and Stability Together or BOOST program, which was intended to stimulate the local economy.
BOOST was the subject of a House of Representatives investigation, which also subpoenaed Villanueva and other individuals linked to the program.
After invoking his Fifth Amendment right in response to questions about BOOST, Villanueva was found in contempt of the Legislature by the House.
In January 2025, the Superior Court found Villanueva not guilty of the charge.
