Ex-Disabilities Council director pleads guilty to embezzlement

Antonio Camacho Chong appeared in court with his counsel George Hasselback and waived reading of the information.

Assistant U.S. Attorney Kirk Schuler represented the federal government.

U.S. District Court for the NMI Chief Judge Alex R. Munson accepted the defendant’s guilty plea and set the sentencing for July 21.

Chong was employed by the Council on Developmental Disabilities or Council in 2004 and was its executive director from Jan. 2005 to Oct. 2008.

Court documents showed that on April 9, 2008, Chong traveled to Hawaii to undergo training in his capacity as executive director.

He was given council funds for his travel but he intentionally kept $2,000 intended for supplies for his own personal expenses.

On April 25, 2008, he received $7,958.24 in council funds to travel to Utah and Missouri for training but he did not go and kept the money for his personal expenses.

Chong traveled to Washington D.C. on June 8, 2008 for training.

He got $2,135 in council funds but he used the money for personal expenses including the payment for his car loan.

On July 23, 2008, the defendant again traveled to Washington, D.C. for training and received travel authorization funds of $5,353.13 which he again used  for personal expenses.

Chong received $5,000 in 2007 for travel funds as council director, $3,116 on April 19, 2007, and $2,768 on May 11, 2007 to attend training in Utah and Colorado which he did not attend

He also received $1,006 in Sept. 2005 for training in Hawaii which he did not attend.

Munson ordered all pre-trial reports to be submitted by June 16.
