Introduced by Rep. Ramon S. Basa, Covenant-Saipan, H.B. 17-53 seeks to reprogram the $818,965 originally allotted for the construction of a sewer plant in Kagman. It is the local matching fund for the capital improvement project.
The U.S. Office of Insular Affairs already reprogrammed the $1.4 million federal share two years ago for the repair of the Commonwealth Utilities Corp.’s Power Plant 1 as requested by Gov. Benigno R. Fitial in Dec. 2008.
Noting the stipulated orders issued by the U.S. Environmental Protection Agency against the Commonwealth Utilities Corporation, H.B. 17-53 states that rehabilitating the existing sewer plant will save capital and long-term operation as well as management costs.
The sewer collection route from Kagman to Agingan will also serve the residents of Dandan and San Vicente, the bill added.
Moreover, the bill stated, the Agingan sewer plant will be upgraded so it can receive additional volume of sewer load.
