Last month, archaeologists of Ships of Discovery, a non-profit organization, visited the island to research and conduct training for volunteers who would be involved in the project.
HPO said there are 1,500 ships underwater that need to be documented.
The ships have yet to be explored thoroughly.
HPO is waiting for the return of the archaeologists late this year to recruit more volunteers for the project.
The registered volunteers will be trained in December.
