TWO Saipan-based companies have been awarded modifications to a major U.S. military contract, joining 112 other firms nationwide in a $45 billion program to support the Worldwide Expeditionary Multiple Award Contract (WEXMAC) Territorial Integrity of the U.S. (TITUS).
The companies, Hong Ye Rental & Construction Ltd. and Marianas Integration LLC, both received five-year base-period contracts through the Naval Supply Systems Command in Mechanicsburg, Pennsylvania. Each contract includes an option to extend for an additional five years, potentially raising the total contract value to $65 billion.
According to the Department of Defense, WEXMAC TITUS provides supplies and services in support of the six phases of military operations, assisting geographic Combatant Commands, coalition partners, and other federal agencies. The contract scope includes theater opening, sustainment, distribution, stability operations, Defense Support of Civil Authorities, humanitarian assistance, disaster relief, contingency and exercise support, lodging, logistics, and both land- and water-based operations.
Hong Ye, a construction supply company based on Saipan, and Marianas Integration, a locally woman-owned and operated business, provide logistical and integration support to help clients coordinate projects, allocate resources, and meet operational objectives. Both companies will perform work under the contract in the U.S. and its outlying territories.
The WEXMAC TITUS contract began its base period in January 2025 and is scheduled to conclude in December 2029. If all options are exercised, performance could continue through December 2034. The contract modifications were awarded after a full and open competition, which received 109 offers. All 114 incumbent contractors, including the two Saipan firms, were found compliant and responsible and will receive modifications to their existing contracts.
Because specific requirements cannot yet be predicted, the Department of Defense said it cannot currently provide details on the exact percentage of work or locations for each contractor. Additional funding will be obligated at the task order level as specific requirements arise.
