Reyes said Gov. Benigno R. Fitial has always been implementing various projects to address the needs of the community.
“We have this before and we have it last year,” he said, referring to government projects.
Yesterday, Fitial led the groundbreaking ceremony of the $148,155.97 Laulau Bay Pathway project in Kagman.
Kagman Komunidat Association adviser and Laolao Bay Golf Resort operation manager Greg Camacho said the project was not deliberately delayed and rescheduled for an election year.
“There’s no politics here — is needed by the Kagman community,” he told Variety.
In his message, Fitial said the project will be a “meaningful form of destination enhancement for our islands.”
He added, “Tourists staying at the golf resort will be able to make use of this path way and interact with our local residents, promoting cultural exchanges and the warm hospitality of our local residents.”
Fitial said the pathway will provide more opportunities for Kagman residents, particularly the nearby homestead residents, to develop a greater sense of community in the area.
He thanked Rep. Justo S. Quitugua, D-Saipan, who introduced the local bill appropriating funding for the project.
House Minority Leader Oscar M. Babauta, Covenant-Saipan, who co-sponsored the local bill, said the pathway will benefit the entire community.
Kagman Komunidat Association president Jesse Torres is hoping to see more projects in their area.
The pathway, he added, is a good investment that will help individuals stay healthy and prevent diseases.
Torres said the recent and upcoming establishment of businesses in Kagman and the implementation of government projects in their area indicate that their community is no longer “isolated” from development and progress.
The pathway project will feature the construction of a five feet wide concrete pathway, the installation of pavement markers and signs, a pedestrian crosswalk, the driveway enhancement for the fire station, and a concrete drainage system.
The contractor, RPM Construction, is expected to finish the pathway on July 9, 2009.
The notice to proceed was issued on March 9, 2009.
