Introduced by Rep. Teresita A. Santos, Ind.-Rota, House Bill 17-76 will amend the Village Homesteading Act of 1979 to require DPL to conduct an EIS before conducting a lottery for the issuance of homestead permits.
The only one who voted against the bill was Speaker Froilan C. Tenorio, Covenant-Saipan. He asked if there was still enough land for homestead.
Santos, a former DPL-Rota director, said there are lots available on Tinian and Rota, but she’s not sure about Saipan.
The bill stated that there are qualified homesteaders who participated in the lottery but were never issued homestead permits due to DPL’s failure to conduct an EIS.
This, the bill stated, is “extremely disturbing.”
