Torres: Rota, Tinian residents shouldn’t drive on Saipan roads

DPS Commissioner Clyde K. Norita has issued a directive exempting Rota and Tinian from taking the driver’s education.

Public Law 15-22, which took effect on June 2, 2008, requires individuals to enroll in a recognized driving institution before they can apply for a driver’s license and take a driving test.

According to Torres, “People who do not take the driver’s education mandate should not be allowed to drive on Saipan roads.”

Torres, R-Saipan, said the law should apply to all residents of the commonwealth “without prejudice.”

He described the DPS exemption as “very discriminatory.”

“We’re mandating the people here on Saipan [to take the driver’s education], but not on Tinian and Rota,” the lawmaker stated. “Where is the fairness in the law? The law is supposed to be CNMI-wide.”

Torres said he has nothing against the people of Tinian and Rota, but added that recognized driving institutions on Saipan should also open up branches on Rota and Tinian.

If the residents of the two islands want to drive on Saipan, Torres suggests, they should enroll in the driving school here.

Torres said he does not oppose Norita’s directive so long as the two islands’ residents do not drive on Saipan.

He said he will review P.L. 15-22 to check whether there is a provision that allows for exemptions.
