The Olbiil Era Kelulau (OEK) finds that “the use of cellular phones while driving decreases a driver’s responsiveness and attention to the road, increasing likelihood of traffic collisions up to 400 percent.”
The OEK also finds that using hands-free cellular phones instead of handheld phones while driving will make the roads of Palau significantly safer for everybody.
Ngirturong proposes that Title 42 of the PNC be amended to include a new section stating that it will be unlawful for a person to use a handheld cellular device while driving. This includes not only receiving and making calls, but also sending or composing text messages. The prohibition, however, does not include the use of hands-free phones.
Each violation shall be punishable by a $50 fine. The prohibition shall take effect upon approval of the Bill by the President or upon its becoming law without such approval.
The Bill already passed First Reading and was referred to the appropriate committee.
