Senators ask governor to name CPA board nominees

Gov. Benigno R. Fitial issued Executive Order 08-06 on June 12, to extend the declaration of a state of emergency for CPA, which was then placed under his office.

He said the declaration was needed to address the technical default on the $20 million indenture of CPA’s airport revenue bond.

CPA board members have resigned.

The declaration of the CPA  state of emergency has been renewed, but “nominations are yet to be made to the board,” according to Sen. Paul A. Manglona, R-Rota. “We would think that we would get the names over to the Senate as soon as possible so that we can conduct the necessary public hearings.”

According to Manglona, “We need these board members to start running the business of CPA. We need to make clear our position that we’re waiting for the nominees. We do not want to see CPA without a board of directors.”

Senate Vice President Felix T. Mendiola, Covenant-Rota, and Senate President Pete P. Reyes, R-Saipan, echoed Manglona’s concern.

Reyes has requested the Senate legal counsel to draft a letter to the governor, urging the chief executive “to immediately submit nominations and names” of individuals to the CPA board.

Manglona also  said the governor needs to hire an executive director for CPA.

“I think this is really hurting CPA — it contributed to the emergency situation…because there’s really no agency head,” the lawmaker said.

He wants to know whether the administration has selected a candidate for the position of CPA executive director after the publication of a vacancy announcement in the newspaper.
